Overview
A major international food manufacturer launched a $40 million expansion of their Murfreesboro, TN facility to increase production of their Asian food product lines, including dumplings and potstickers. After initial design-build efforts led to wide bid variances and
unclear scope interpretation, Perry Construction Management was brought in to provide preconstruction consulting services that brought structure, clarity, and cost control to the project.

Scope of Work
- Evaluation and alignment of Guaranteed Maximum Price (G-Max) proposals
- Issuance of bid clarifications and instructions to ensure scope consistency
- Management of Requests for Information (RFIs) to prevent delays and miscommunication
- Compilation of bid tabulations and facilitation of post-bid reviews
Results
PCM’s involvement reduced proposal variances to under 5%, improved bid clarity, and ensured a consistent understanding of project scope among contractors. RFIs and clarifications were handled efficiently, enhancing transparency and enabling informed
decision-making.
